What "pass-through at cost" actually means.

Cypress's service fee is one number; the regulator's fee is another. Both land on the same invoice as separate line items, never folded together.

Pass-through at cost

Federal and state fees — FMCSA URS, IRS HVUT, state DMV per-pull, UCR Plan, IRP apportionment, IFTA jurisdictional net tax — are billed at cost on the invoice. Cypress's service fee is the only markup.

Filed at the source

FMCSA / IRS / state DMV / state revenue submissions go directly through Cypress's registered network — DPPA permissible-purpose for MVR, IRS-authorized e-file for 2290, FMCSA-registered consortium for D&A. No wholesale aggregator layer.

Verified before submission

EIN, business-registry filing, address of record, and principal ID are verified before any filing goes on the wire. Carriers see the package and approve before submission.

One bill, one portal

All services — initial filing plus every recurring filing on its own cadence — land on a single monthly statement with line items. The portal shows next-due dates and the status of every open filing.

What carriers ask before they file.

How long until my authority is filed?
Once your documents clear verification — typically within a single business day — your URS package goes on the wire the same day. FMCSA's own processing window for MC active status runs 20–25 business days from submission; Cypress tracks status in the portal until active.
What does the flat filing price include?
USDOT registration, MC application, BOC-3 designation routing, EIN / registry / address verification, customer approval of the URS package before submission, live status tracking through MC approval, and the 300-day compliance calendar that schedules BOC-3 / UCR / MCS-150 / 2290 on cadence.
Why not use an aggregator?
Aggregators add a wholesale layer between the carrier and the regulator and often hide the underlying pass-through fee in their markup. Cypress files directly — IRS-authorized for 2290, DPPA-registered for MVR, FMCSA-registered C/TPA for D&A — so the carrier sees the regulator fee at cost and Cypress's service fee separately.
What if I already have authority?
Skip the filing line. Pick the compliance services you need — IRP, IFTA, 2290, D&A, MVR, CSA monitoring — and Cypress carries them on cadence. Most existing carriers start with the recurring services that have the highest stakes and add the rest later.
How do recurring services bill?
Each service bills on its natural cadence (monthly for CSA monitoring; quarterly for IFTA; annually for IRP, 2290, UCR, MVR, D&A; biennially for MCS-150). The portal shows the next billing event for each open service.
Can I cancel a service?
Yes — any recurring service can be canceled at the end of the current cycle, and the portal stops scheduling that filing. Initial authority filings are non-refundable once submitted (FMCSA fees are non-refundable on their side).
